This article examines Taiwan’s emerging cyber security strategy under the new Tsai Ing-wen-led government. The article documents how political, economic and military institutions in Taipei are coming under a sustained barrage of cyber-attacks, thought to be emanating from the Chinese mainland, and how Taiwanese security officials are responding by enhancing Taiwan’s domestic cyber security capacity and developing cyber security cooperation with the United States. The paper argues that Taiwan’s cyber security situation should be understood as a product of historical, political, and even cultural tensions with Beijing, and that the changing regional cyber security environment in the Asia Pacific region is playing a pivotal role in the development of new capabilities in Taiwan, including a new ‘cyber army’. It is further argued that Taiwan is one of the most adversely affected polities in world politics by cyber attacks and is a revealing case study in how states are responding to the changing cyber security environment.

Biography :  Joe Burton is Senior Lecturer in International Relations and International Security in the Political Science and Public Policy Programme at the University of Waikato, New Zealand. He has a PhD and Master of International Studies degree from the University of Otago and an undergraduate degree in International Relations from the University of Wales, Aberystwyth. He has worked in professional politics in New Zealand and the UK, as a ministerial advisor, national campaign coordinator, legislative assistant, researcher, and political organiser. Joe's doctoral research was on the NATO alliance. His research is currently focused on cyber security, NATO, US foreign policy, and how states, non-state actors, international organisations and alliances are adapting to new strategic and technological challenges. Booster publication
